A brief look at Russia over the last 30 years and what to expect from the Biden-Putin relationship, from the point of view of a former U.S. Ambassador to Latvia (2012-2014) who has worked with President Biden — and worked on Vladimir Putin since 1999. Ambassador Mark Pekala retired in October 2020 after serving 30 years in the U.S. Department of State. His long career includes postings in Paris, Tallinn, Brussels, Warsaw, and Baku, Azerbaijan. In Washington, Ambassador Pekala was on the Russia desk, and he served as Senior Director for Russian Affairs on the National Security Council staff.
